Any direct procurement client of the ADF must agree
to the following terms when signing the Technical
Agreement:
- The client is required to read all the information
on 'Placing your order' on the ADF website.
- Only low and middle income countries can apply (as
determined by the World Bank classification).
- The client will respect the minimum
order.
- Inhaled corticosteroids supplied by the ADF will be
used according to the 4 step approach for treatment and
diagnosis, as specified in The Union Asthma Guide and
adapted to local/ national conditions.
- ADF will monitor the use of inhaled
corticosteroids. The client is required to submit to
the ADF the following reports for all patients who
receive the inhaled corticosteroids purchased through
the ADF: Quarterly report on new cases of persistent
asthma and Quarterly report on treatment outcome of
these patients. The client is required to identify a
person responsible for submitting these
reports.
- The client agrees, in principal, to a possible site
visit by the ADF technical team for assessment of
quality of services.
- The client is responsible for medicines beyond the
agreed point of delivery.
- One of ADF's objectives is to improve access to
medicines. The client is expected to sell them with a
minimal mark-up or to provide them free-of-charge to
patients.
- Exportation or re-selling of medicines is forbidden
and will lead to legal sanctions.
- The client is required to make a full advance
payment to ADF's procurement agent before the order can
be finalised and the medicines shipped to their
country.
- The client is only eligible to apply for a second
round of medicine purchasing if the client has met the
above-mentioned requirements of ADF.
