Mission

To provide affordable access to quality assured essential asthma drugs

Strategy

  1. Promote the use of a quality improvement package for the diagnosis, treatment and management of asthma in the general health services. 
  2. Use pooled procurement strategies to lower prices of medicines so that they become affordable for the patient.
  3. Target populations with large numbers of patients already seeking care from services that are not yet able to buy asthma medicines.
  4. Increase awareness that disability and poverty caused by asthma can be reduced.
  5. Be an efficient, transparent, sustainable, accountable and responsive medicine supply system.

Operating Principles

The ADF is a project of the International Union Against Tuberculosis and Lung Disease. It is advised by an Executive Committee and a Steering Committee.

ADF principles and practices will be regularly monitored by the Executive Committee. The Steering Committee is providing general guidance and technical advice to ADF.

ADF has a quality assurance system in place and the qualification of ADF products is based on WHO norms and standards.

ADF will use limited competitive processes, pooled procurement and other purchasing strategies to obtain the lowest possible prices for asthma medicines.

Any activity subcontracted by ADF will be managed by a contract that clearly defines responsibilities for each party (e.g. pre-shipment inspection, testing, technical assistance...).

ADF will work with clients that meet ADF criteria.

ADF requires clients to pay for all medicines ordered and it will charge a minimum fee on all medicines supplied to cover the expenses of the ADF.

ADF will promote the standardised cost-effective treatment regimens recommended in international guidelines.

ADF will not provide its own independent technical advice to programmes but will provide advice prepared by the technical experts of The Union and its partners.

ADF requires clients to submit routine reports for monitoring purposes.

ADF will, with support from technical partners, evaluate the impact of providing low- and middle-income countries with affordable access to quality assured essential medicines.
